For what purpose? Education? You and your parents need to fill out FAFSA and apply for financial aid along with applying for college admission.
If you are under 18, discuss finances with your parents: what is happening with college savings plans, allowance, your future job plans, summer/after school jobs, etc.
Otherwise, get a job.

By getting a job, unless you need aid to get through school or training and you have no other options. You have to be doing something which makes you eligible. Talk it over with your counselor. They can find sources for you and help you do what it takes to be eligible to receive thoses loans, grants or scholarships.
